New makeup brands never cease to amaze me and Rimmel London is a new find in my book. The first product that I bought from this brand is this Eyeliner which took pencil liner to a next level for me. I was not expecting much from this liner and I just bought it to test the brand. Also I am not a fan of twist up pencil liners. But I was looking for a navy blue liner that is affordable and was doing a lot of digging in until I found Rimmel London Deep Ocean and I was not willing to let this go at any cost!
Packaging- Just like a colossal or an eyeconic Rimmel London Deep Ocean Exaggerate Waterproof Eye Definer is available in a cylindrical twist up packaging which is navy blue in colour. The cap click shuts tight thus travel friendly. The details of the product are embossed in silver on the body. On the other end there is a small black sponge meant for smudging to get a smokey eye look.
The sponge is attached to a plastic base that can be pulled out of the pencil, and as you do so, you will notice a small crease on the other end of the base that is given to sharpen the tip of the liner. But frankly speaking, with this little amount of product in the pencil, you wouldn’t want to waste it in the process of sharpening! And who sharpens a twist up thing anyway? Duh! It is as it is, to eliminate the sharpening hassle. The sponge has a transparent lid on top that is a bit loose.
Shade- The shade is a navy blue that is bright enough to not appear as black on the lids. People, who shy away from blue liners but are keen on beginning somewhere, should go for this. It is not too bold or on your face, a perfect deep blue that doesn’t photograph as black. There is a green undertone to this liner which you will see better if you ever smudge it.
Texture– It is very smooth, creamy and applies like butter. There is no tugging, no pulling and absolutely no smudging after it sets. It is just amazing! I use it both as a kajal and a liner and love the fact that it does not budge or smudge at all; no matter how much you sweat/secrete sebum and you can trust me on this as I have oily skin and very oily lids!
Pigmentation and Finish– Rimmel London Deep Ocean Exaggerate Waterproof Eye Definer is heavily pigmented and two swipes are enough to get the full intensity. As the liner is very soft, I advise not to put too much pressure in a single swipe and instead swipe twice softly to get the desired effect. It sets in about 5-10 seconds after which it becomes smudge-proof. It does not meltdown in sweat nor does it budge. The finish is semi matte. In the photos it looks shiny but in person, it isn’t so.
Staying Power- This beauty stays on me forever! I have lost count of hours of its longevity; more or less a 10 hour wear time should do justice to it.

Overall Thoughts
I am very impressed with Rimmel London Deep Ocean Exaggerate Waterproof Eye Definer and have almost finished it. I deducted points for the very low quantity, but formula and performance wise this is just perfect! I am not sure whether a perfect smokey eye is possible with this given the setting time is so quick. But as a kajal and liner, no complains! The availability can be an issue.
