Benefit B.Right Moisture Prep Toning Lotion is neither runny nor thick in consistency. It looks more like a lotion to me.. This toner lives up to its name. Its very moisturizing my skin feels instantly hydrated. It doesn’t have strong smell, sinks into skin immediately and ready for the next step. Excellent formula to keep skin hydrated during winters. 
I use a cotton wool pad to apply Benefit B Right Moisture Prep Toning Lotion before moisturizing my face.
Negative points would be
- Its not available in India, can only be bought online (ASOS, Feelunique)
- Full size product may cost Rs 1300-1400, which is way too steep for a toner in first place.
- This product itself is too moisturizing and putting another layer of moisturizer can cause skin problems.
